El Monte is set to expand its retail offerings with the addition of Target, In-N-Out, Chick-fil-A, Starbucks and Raising Cane’s.

Target and Chick-fil-A will open later this year, and In-N-Out, Starbucks and Raising Canes are expected to open in late 2025 or early 2026, city officials said.

The incoming businesses are part of the city’s plan to turn abandoned and underutilized buildings into economic hubs. They will bring more than 140,000 square feet of retail to the city and collectively generate $537,000 to $771,000 in annual revenue, city officials said.

City Manager Alma Martinez said they’ll also provide a boost to the city’s employment base.

“These projects contribute to job creation, offering employment opportunities for both full-time and part-time positions,” Martinez said in a statement, adding that the added tax revenue will enable further community-driven initiatives in El Monte.

Construction on the 127,879 -square-foot Target store at 3610 Peck Road is already underway. It will occupy a former Sears Outlet location and two vacant retail buildings. With parking for 372 vehicles, the store is scheduled to open in October. Anticipated tenants will include Target Optical, a CVS Pharmacy, Starbucks and an Ulta Beauty outlet.

The 4,841-square-foot Chick-fil-A, at 3342 Santa Anita Ave., is set to open in the spring of 2024.

The other incoming food chains — In-N-Out, Starbucks and Raising Canes — will open as part of the El Monte Center Drive-Thru Pad redevelopment project, at 3748 Peck Road. All three will have drive-through lanes.

Plans for the project – to be heard in a public hearing within the next five months – include updating the site’s landscaping and incorporating outdoor seating areas and green spaces.

“Those restaurants are expected to break ground next year and be open by late 2025 or early 2026,” a city representative said.
