Born in Ankara in 1957. After high school education in Ankara College, received his BA (Hons.) in Economics a& Politics from University of Kent (Canterbury) in 1980. He received his MSc (Econ) degree from University of Wales, Cardiff. Started his academic career as a research assistant at Marmara University in 1984. Meanwhile, received his PhD from Bosphorus University in 1988 with the thesis titled “The Determination and Control of Money Supply in Turkey”.

In 1986, he was invited to be one of founding members of European Economic Association (Brussels). In 1990, he won the European Integration Project Award of EU, by two other colleagues. He was appointed as the chief economic advisor to late Erdal İnönü during (1991-1993) during which he chaired the commissions that drafted Competition Law and Consumer Protection Law.

He was a visiting professor at University of Manchester in 1994. He was appointed as a full-professor by 1996. During 1995- 2002, he was the consultant to most financial institutions in the country. He was the Chairman of Marsh Insurance Turkey during 2002-2007. He designed a banking simulation system interactive with macro-economic models and a real-time consumer confidence index for Turkey (CNBC-e CCI). He was also a columnist at the daily newspaper Milliyet during 2001-2010.

He taught Monetary Economics for undergraduate students and Advanced Macro Theory for post-graduate students at Marmara University. By his retirement in 2010, he started lecturing at Bahcesehir University.

He became the Vice-Chairman of CHP in 2010 and MP for Kocaeli in 2011. Also a member of the Inter-Parliamentary Union (2011-2015) In 2013 he published the book Call for Justice (in Turkish) with an attempt of succoring CHP in its strife for power by a new manifestation. In 2017 he returned to academic life at Marmara University. He is currently interested in issues on Political Economy and Philosophy of Economics esp. ontological topics.
